If the OP decides to book a QR itinerary on a BA Holidays ticket, the QR's Extending our Commitment policy wouldn't apply.
However, if booked on 157- stock through Qatar, yes, for all tickets issued until 31 August 2021, QR is offering voluntary full refunds on all tickets without any involuntary station required.
