Upgrades are a bit YMMV and it is so imporant to emphasise that occupancy is really high at Cosmo. But, yes, Stars>BonVoy Elite Status. Some of this also depends on the travel agent relationship with the property. Once again, more YMMV. Overall the Stars/Luminous program is excellent and is very much supported highly by almost all properties. It's a premium program, and my experiences working with clients and booking people has been just that. We focus a LOT on Vegas, so have more data-points in Vegas than any other city.
