I posted specifics in the Hilton Crystal City/DCA thread. What a devaluation. If I chose to use the Starbucks-like kiosk in the lobby, I'd likely get enough food/drink not exceeding the $12 credit. At the restaurant, assuming you want something other than water to drink, it is not practical to have a seated cooked to order breakfast for $12 or less. As I mentioned in the thread, I paid another $15 out of pocket, including a $5 tip, for coffee and a protein bowl (which was nicely fresh). I know that costs are high, staff is short, and COVID-affected businesses are doing what is necessary to bring the bottom line away from the red. But it is highly unlikely that such benefits will return to normal and/or prices decrease as business increases.
