Correct. In this case, the risk is probably fairly small, as I think it'd be fairly easy to see if the USB port has been tampered with.
That said, I use the 110V to charge my devices, and the USB to charge my headphones. If somebody wants to hack my headphones... I'm not that worried, really.

It depends upon the contract. At one point, UA's contract with DirecTV precluded having any competing content on the same plane; however, that was during the time when you had to pay for it in Y. They probably have more flexibility on a free system.
