This sort of thing happens to many airlines at many airports. It was happening pre TSA too. It will continue to happen. I suspect sometimes these people are already authorized to be on the airport ramp (airline ot airport workers)
Somehow I doubt it was an airport worker. An airport worker has a decent job and would know how foolish it would be to try to stow away in a wheel well.
