Want to spend a minimal amount of time in lineups at US preclearance? Show up really, really late...you'll get called to the head of the line. All of the other poor saps, who arrived within the recommended time, end up waiting until their flight is about to be called. The system is insane.
Keep in mind that some portion of the late arrivals are connecting through YYZ and not originating their flights there. They have little control over their arrival time if their inbound is delayed coming into YYZ. Making a connection is always preferable over waiting for a later one IMHO.
As for those that take advantage of the system, I have heard AC guy give them a public dressing down in the customs area on one of his bad (good?) days but that's about all the airlines are prepared to do so it's just grin and bear it for now.
