This is (was) a cross-fleet sub for equipment coverage, and the airplane was owed back to ATL, which was made "live" instead of just a ferry. Not uncommon to turn ferries into revenue flights, especially at the last minute, if you can cobble together 3 flight attendants to work it.
I agree IAH is usually A220. This particular A319 has seemed to be based at LGA lately. Going back two weeks it never hit ATL.
It's possible that they had an issue with A220 for LGA-IAH (it flew the outbound LGA-IAH leg also) and they subbed in what was available, an A319. I just dont see where it was needed to be sent to ATL. I'm guessing maintenance or a checkup.
