Rapid tests are almost certainly a solution - but the MoH and Govt seem to have lots of issues with these. Just look at the lack of saliva testing her and how long that took.
It would also mean building the facilities at the airports to handle these which probably won't come cheap.
It also shows how parochial NZ is that largely it is a single person at MoH with an issue and a wider issue with ‘the private sector’ and this has flown onto national COVID policy! But it’s ok, because we are world leading!
