Exclamation Connecting with baggage at Incheon from Air Canada to Cebu
I have a question about a ticket that I bought. Here are the details:
-two separate tickets requiring to self-transfer at Incheon, first Ticket is Air Canada to Incheon and then Cebu Pacific from Incheon to Manila.

My question is: with the current COVID-19 situation, will I be able to complete the self-transfer at Incheon by getting my checked-in luggage, and then checking in at Cebu Pacific for my flight? I have a 4 hour lay-over. Also, I have a Philippine passport, will a visa be required?
