To me it sounds like the issue wasn’t with the OP talking on the phone, but with wandering - with no particularly good reason - around empty areas of baggage reclaim which, to play devil’s advocate, could be seen as prowling around deserted belts looking for bags to steal.

Unlikely admittedly, particularly in domestic reclaim with only two belts, but if that’s what she’s trained to do she was only doing her job.
