Agent could get DL in trouble with DOT. OP paid whatever the published fee/fare is to book into F. This isn't a case where DL can say that the fee wasn't correct, and thus wiggle out.

I had an airport agent do something similar a couple years back. I complained to DL CS. While of course they never tell you what happens to employee, I never saw said employee again.
