It's probably because the system they use is archaic. It runs on some sort of MS-DOS programming. I left in November 2020 and we were using Windows 7 computers still. I went to my former HLE to pick up a car back in May and it was the same thing - they hadn't even installed new card readers on all the computers yet, and that was a project that started when I was still there. They're behind the times on that sort of thing. We had an Enterprise location down the street from ours and the guys and gals there used tablets/iPads for the rental process...I wanted a tablet!
