Whom could I ask them to call to verify that I should be allowed to board with an overnight connection (same itinerary and locator), PLF, and negative Covid test, but no test package?

The very first page of the PLF specifies the exemptions that apply to you (such as transit). The airline should be happy with the official form itself showing you exempt from booking the tests. To be specific, there’s a line on the PLF asking if you’re required to book tests and it shows the answer “no, I am exempt,” adding the reason (in our case), “Transiting landside in UK and departing through England (England only).”
