Is it possible that they had a sudden outbreak while the hotel was closed? Maybe, but that seems pretty unlikely. The pandemic isn't new news. If they didn't have appropriate occupancy/staffing levels, which it sure seems like is what happened to me, they should have made this decision earlier.
I agree that an outbreak is unlikely.
Not being able to find staff seems more likely to me.
