I agree that would be preferable. But it sounds like from what you've said that they may not have had that kind of notice.
Their e-mail said the following: "Unfortunately, due to the pandemic our hotel’s opening has been postpone. We have moved your reservation to the Sheraton New York Times Square."
Is it possible that they had a sudden outbreak while the hotel was closed? Maybe, but that seems pretty unlikely. The pandemic isn't new news. If they didn't have appropriate occupancy/staffing levels, which it sure seems like is what happened to me, they should have made this decision earlier.
