Why can't it??? any charge made with the CSP counts, except for those consider Cash Advance. But to my knowledge, all apartment complexes I have lived at just add a surcharge for taking Credit Card for the rent which makes it inconvenient. The only one I used to pay with my Chase Visas was Irvine Company in South Cali, as instead of charging a % of the transaction, they had a fix fee only for VISA Credit Cards, so I paid 3 to 4 months in advance and ended up with a fee that was bellow 1% of the transaction . For my new apartment complex, I definitely go the Money Order route buy buying VGCs at Krogy and liquidating them at Wally and then just pit stopping by the Management Office to turn in the Money Orders.
