I wrote to Avis via e-mail on that very question and even copied them on the actual bookings I had made to show them what I had done. No response or acknowledgement was ever received, so I cancelled the higher quote and 'became' a resident of a European country for a week that in the end saved me about $400 on a Mercedes E class.

What was interesting was when I checked in and used the CC that Avis has on file, it automatically changed the quote and AWD number attached to my wizard number. The agent had to manually override the reservation to force the change and I ended up using a different CC for the purchase with the card on file used as the second card they request for expensive cars.
