Crooks often try newly-stolen cards out at pay-at-the-pump locations first because it's easy to get away if the card is declined.
I, too, have had problems being asked for a 4-digit PIN on card purchases outside of the US. In Iceland we bought a prepaid gas card. In Sweden we
managed to find someone in the middle of the night who could turn our spare change into a banknote acceptible to the gas dispensing machine.
