ANA does the same thing at NRT intl - kept the suites (first) lounge open for all who qualify for loubge, closed business side. Added to Priority pass as well

tbf, there wasn't enough traffic to fill the business side, though they could have partially opened the business side (business side had two main food areas, second inner food area is mostly duplicate of the first except noodle bar, first included the noodle bar)
