The BHD lounge is now a third party lounge operated by Aspire, so the lack of access for BA customers is purely down to BA not having restarted the contract yet (as is the case with many third party lounges). The discount Aspire are offering BA premium customers is almost certainly their own commercial decision and not connected with BA.
I understand this for outstations/destinations on the amber/red lists, but this is domestic lounge with up to 6 BA flights to London per day which seems to have pretty good loads. The effect is to penalise returning customers which doesn’t seem very sensible, in very simplistic terms.
