Not with Avis. With Alamo, I was forced to book a week rate of $1000 out of KOA when my parents insisted on flying to the Big Island on 27 December just to get any vehicle. Returned the car after 3 days and was charged only ~$300. However, that was pre-CV19.

If you need the vehicle, rent the vehicle.
