Yes. Some Olympic-related people are already arriving in Tokyo. I go past the stadium fairly regularly and I have noticed "outsiders" milling around there in the last couple of weeks. I assumed that they were involved in setting up facilities but I don't know.
Volunteers have the chance to tour the facilities to get the lay of the land in June and early July. Of course over 90% will be Japanese, so probably not the "outsiders" you noticed.
