Basically, all the way round the stadium, there are sheltered areas and opaque construction barriers. The identifiably "freshly arrived" folks that I can see are all on the streets around the stadium - areas accessible to the general public.

I don't recall seeing lanyards on the folks that I am talking about but a few were dressed like they were contractors. Then again, they could be all-male groups of sports fans / tourists who dress like electricians and network technicians. I don't look that closely as I go past.
