Meeting outside is probably safer than inside. They could put up some canopies so prep teams can discuss in the shade/not under rain and some of the construction fences to keep general people away.
Basically, all the way round the stadium, there are sheltered areas and opaque construction barriers. The identifiably "freshly arrived" folks that I can see are all on the streets around the stadium - areas accessible to the general public.

I'm sure IOC issues badges/lanyards? Hope it doesn't get to shoganai or having to enact some kind of indelible ink stamp to make it really clear that they will be reported if visiting areas they should not be.
I don't recall seeing lanyards on the folks that I am talking about but a few were dressed like they were contractors. Then again, they could be all-male groups of sports fans / tourists who dress like electricians and network technicians. I don't look that closely as I go past.
