Meeting outside is probably safer than inside. They could put up some canopies so prep teams can discuss in the shade/not under rain and some of the construction fences to keep general people away. I'm sure IOC issues badges/lanyards? Hope it doesn't get to shoganai or having to enact some kind of indelible ink stamp to make it really clear that they will be reported if visiting areas they should not be.
