El Farallon is a wonderful restaurant with a beautiful location on the waterfront. There is a lower rock outcropping that has the ability to be set up with a private table, though folks from above will be able to look down and enjoy seeing the proposal. I would ask for pictures from the hotel to see if this might appeal to you. You could have a drink as the sun is setting, then the proposal. The restaurant set off sparklers on the tray with my husband's birthday dessert, and can easily set up something special for you. You could then stay after the proposal and have your meal together.
