Traffic Enforcement Agents issue printed tickets from a printer they wear on their hips. That still does not preclude a wrong address since that is manually entered they have yet to use GPS to write tickets. They do scan bar codes on registration and inspection stickers to get the make /model and inspection date of cars though. If a police officer on an off chance writes a parking ticket it is still hand written.
