That's been the situation at CGK for as long as I've been travelling there. It's a normal procedure at stations where airlines want to do document checks.
TK at CGK seldom failed to take the opportunity to be awkward about enforcing hand-baggage weight limitations. Apart from that, everything else, including seat reservations, sticks.
