I do not see any provision for emergency use in the prohibition language. It simply says it's expressly prohibited. So no. Even if it was a real emergency, you should have someone who is in place to act as your backup, and appropriate parties informed of who that is.
Do not count on wifi working in air. It's broken intermittently all over the place.
