Right, which is what makes it like the QF situation -- one end of the itinerary inside the U.S. and the other end outside the U.S., but with a change in carrier in the U.S. The QF situation was even more "safe" as QF argued it was selling a codeshare (an argument the DOT rejected, according to the article) -- OP's itinerary doesn't even have that going for it.
