Not sure I understand why you believe the hotel has blacked out dates. Partial view kings are not standard rooms and your screenshot shows the standard disclaimer when award availability is gone.
My suggestion is to book as far out as possible. I was able to find 2022 award dates and suite availablity, but you have to look far out and set your calendar for when it opens 13 months out.
