Maybe it's allowed because the flghts to and from YYZ are not on the same airline. Or maybe it's allowed because it isn't a revenue ticket. Or maybe it's allowed because origin and destination are not the same country (most likely?).
As long as one of those legs (usa-canada, or canada-usa) is operated by a usa airline, it's not cabotage
So tlv-usa-canada-usa isn't cabotage either if one of the usa-canada or canada-usa is operated by a usa airline
(Gojet seems to be the operating carrier , but it's a usa airline so it's fine)
