This talking point is getting quite old. The current
data suggests the odds of a breakthrough case at around one in 10,000, which works out to something like one arrival passenger for every 35-45 planes filled with vaccinated travelers landing at BRU. Those numbers may not be very comforting to a place like NZ, with a zero COVID strategy, but they are indeed quite insignificant when traveling to a place with widespread community spread, of which Belgium has been consistently near the top of in the world leaderboard.
Not to mention a fully vaccinated person who gets a breakthrough infection will not be very contagious, if at all.
