I think the Biden admin is thinking more about what things look like at home, rather than trying to please Europeans. I don't know about when, but he certainly doesn't appear to be in a rush. Vaccinated Americans can move about now, so it's really not a problem for him. If Europeans wanted reciprocity they should have asked for it before opening up.
