I had a similar weird situation at SJC a few months back - booked a one-way to Orlando, tried to pick up a car from President's Circle and was turned around at the exit gate and told I had been assigned a Malibu and had to take that vehicle. I said I booked a midsize and picked from PC like I always do, they said because I had been assigned a car I couldn't take anything else. I said that's weird that I've been assigned a car, but even so I've been assigned vehicles and picked something else with no problem many times before. Finally went to the desk and talked to the agent and manager on duty who told me that "because it's an inter-state one-way, you can't use Ultimate Choice, it's Hertz policy". They further insisted that this has *always* been the policy, and if I've ever picked from PC on such a rental it was an oversight and the location neglected to assign me a car like they were supposed to.
