Given how fluid the business travel has been just in the last few weeks I don't think UA has any idea what they're going to do yet. My best guess would be a huge 2022 GS class by which they sweep in the domestic-heavy travelers that manage to get to $20-25K in basically half a year of travel as well as extending GS for the truly HVF's that may have very little spend in 2021 but were consistently at very large numbers from international travel prior to COVID. Given how watered-down GS has become there isn't a lot of cost to them to cast a wide net at this point and then be more selective in 2023 if they want to be when they may be evaluating more normalized spend for that entire pool.
GS doesn’t have watered down benefits, it probably has some of the best benefits of any status in the world.
