I have no problem with Avis continuing to do it as long as it allows you to get the sometimes ridiculously low rates this enables.
When you mention that they call up a phone number to check your address, do you mean the address on file with Avis? If you are not enrolled as a frequent renter what would they check against?
Also, where have you seen them make calls like this?
