You're asking two completely separate and unrelated questions.

As to your first, full-size umbrellas are not currently mentioned on TSA's web site. They're not specifically prohibited or allowed. I'd say you've got a 50/50 chance of having one disallowed, depending on its weight and construction, and the mood of the individual TSOs at the checkpoint.

Umbrellas are specifically mentioned as being allowed in carry-on luggage, but no mention is made of the size differences. Obviously, you can't really fit a full-size umbrella INSIDE a carry-on bag that meets any airline size requirements, so this page certainly refers to the small collapsible type of umbrella.
