Good good catch to not confuse destinations/departures, for sure. But I don't think I was. From the press release:
That means, just in time for the holiday travel season, Alaska will have 13 daily departures to nine destinations...
Alaska Airlines is planning to resume our full schedule of 18 daily nonstop departures at Paine Field-Snohomish County Airport by spring 2022, possibly earlier.
So, for the holidays: 13 departures to 9 destinations
For Spring 2022: 18 departures to an unknown number of destinations
You're 100% right that they could just increase frequencies to those 9 destinations (7 if I'm right about PSP and TUS (mistyped PHX, oops!) being seasonal), but my whole point is that if they add 5 (or 7) departures to bring it up to 18, we don't know where they'll be headed.
Looking at the currently-filed schedule, which we all know is a totally pointless exercise 10 months in advance, on 4/18 AS currently lists 19 (*skeptical look*) flights to 12 destinations, including PDX, SJC, PSP and TUS. 🤷
