Similar thing happened to me last year. I booked premium/cheaper than midsize and I was offered a high mileage Dodge Charger base trim sxt. I refused and tried to take a car from PC. Manager told me I’m not allowed to do that since I didn’t book midsize rate. I showed him T&C and FAQ about PC and he refused to take a look, said location policy, this happened at YYZ, they BS all the time.
