That is very interesting and I was there recently twice and the "Locations/Return Manager" was going above and beyond for me as a PC member. When I had to go to the counter he was working as they were short staffed. He showed me the screen and mileage of every vehicle available on the lot and asked what I would like. The second time I was there he was outside pulling up cars as they were still short. He kept calling over to the cleaning lot to see if they had more vehicles for me to pull. All the PC vehicles were either new or low mileage, granted they mostly were SUV's. He was saying that they had to stock PC with SUV's or larger vehicles as a benefit to the customer. I saw a vehicle over in the regular Gold area I preferred and he checked if I was sure given my status. I wouldn't say he said I couldn't take it, but rather was trying to steer me away by painting it as a higher mileage lower "tier" vehicle. Just then another vehicle pulled up that I liked and he gave it to me. He seemed to be going out of his way. The exit gate agent was sure to emphasize the appreciation of my being a PC as well. I will say they made it seem like a requirement though that certain vehicles are stocked in PC and that it is highly incentivized for PC's to take them. They both gave me their names and the manager gave me his card and said to contact Hertz if I had any feedback at all regarding the service. Not sure if taking a vehicle from another area throws off that balance or their numbers but they seemed very driven on that fact and very intent on my giving (positive) feedback to Hertz regarding my experience.
At another location recently I took a vehicle from 5* with no problem. Sounds like a location specific issue (we would hope).
