This hotel, I am told, is not offering anything at all. No housekeeping, no breakfast, nada. And this is in a state (Arkansas) where everything has opened up again. No bed service, you have to bag and empty your own trash, no towels unless you ask, and even then they will only replace bath towels, nothing else. So yes, it looks like a rogue hotel. I will tell my friend to report.
I suspect some hotels are looking to save money on brand standards, not just with BW but also with other chains. Of course, some of the chains are also changing the brand standards to deliver less service as we come out of restrictions because they like the money savings they've seen for the past year plus. Not much we'll be able to do about the latter other than voting with our feet, but with the situation you describe, reporting the rogue hotel is a good option.
