You found the answer. Here's a 2017 press release announcing Best Western's line of exclusive "bath amenities." The company from which they purchase makes soaps, lotions, and other toiletries. They also make the hardware that you mention.

1P: I do believe this is a rogue hotel who is making up their own rules. Personally, I let a lot of things slide in terms of reporting hotels that don't provide everything that's required. Lack of toiletries is something I'd never overlook. I would certainly report the hotel to the chain via the website or one of the chain's official social media accounts.
