I may have missed something, but I learn that toiletries have been discontinued even at BW Plus hotels. Is this correct, or just one hotel applying its own rules?
Not sure, but BW’s hotel development effort still says this:

Not sure if “stylish bath amenities” may include provisioning for toiletries in the rooms, but it wouldn’t surprise me if they allow for wall/mirror/fixture-mounted toiletry dispensers using refillable dispensers to be used in lieu of plastic-wrapped/bottled individual sized toiletries that guests could take with them without issue.
