There are no PCR testing facilities at CPT airport, you could however get a rapid test there, if you can time your PCR from Namibia to fall within a 72hr window of arrival to NL the 2 should be sufficient.
Also, as you state your location as Belgium, assuming your final destination isn't NL you might be exempted from NL testing requirements as they do not apply to transit pax.
