Just looking at the cost -
With Hilton, paying cash, you'll get 40 points per dollar or 54 points per dollar with Aspire (considering current triple point promotion and Diamond bonus). I will assume you have Aspire.
So (guessing a tax rate of about 10%) you earn 54 points on $1270 and 14 points on $130, so a total of about 70000 points, which you value at $350.
Add in Diamond breakfast, hopefully for 4 people for 4 days at (let's say) $15 for a total of $240.
Ignoring any other possible benefit, your net cost is $1400 - $350 - $240 = $810.
The costs are about the same between the hotel and the apartment. So you should choose between the two based on location, size of the room/apartment, and your personal preference between hotel and apartment.
