Your interpretation may not necessarily be incorrect, and that may be the spirit or intent, but if you parse the language on that page as written, it clearly implies that ALL additional drivers, regardless of relationship must be present at the rental counter and present their driver's license. Based on that, we would not want to take a chance with it given the potentially large financial liability if something were to happen.
