Can't believe I missed this change to Rule 4(k) back in April - must have had a senior's moment

2021-April - new wording to Rule 4(k)
Previously the rule listed cities in columns A and B, now it lists states.
And previously there were no cities listed from the following states:
Indiana, South Carolina, Tennessee, Virginia, Kentucky, and Washington DC (which is state!??)

I will update the wiki to the User Guide shortly.
