No. A BP cant be issued without a ticket attached as payment to the BP.

Canceling the flight, and refunding a ticket are entirely separate things. If a refund was issued the ticket had to be cancelled. The reservation can remain active despite you having no ticket to pay for it. In fact AF/KL kiosks will ask you to enter a ticket number if there's no ticket attached. If you don't have one, you don't get a BP.
