As of right now, you would be able to enter Italy only IF you spent 2 weeks prior to traveling there in Croatia (or other EU country) plus negative covid tests 48 hours prior to arrival. Of course, things might change but those are the current restrictions. Entry is not determined by citizenship, but you do need to be within the EU for the 2 weeks prior to arrival.
Thank you for your response, hoping they will change the rules. Any suggestions of countries that will allow either vaccinated US citizens or negative PCR prior to arrival? I am looking for another country to visit besides for Croatia with a family.
