The delivery contractor is responsible of your luggage from unloading to final delivery on behalf of airline operating your flight . Then they use the facilities (or they can setup their own) provided by airport . For the specificity of UA relationship with other star alliance airlines in the USA about delivery i cant say more

investment doesnt mean only physical infrastructure but cover lot of areas in general , it can be investment in policy inforcement to ensure processes are executed correctly

This brings me back to whether or not *A monitors such things. Priority baggage handling is a published benefit for many situations for customers of *A airlines. If the 'airport' is not complying, the entity should know. I did report this to TK via its feedback form.
This depends solely on the airline . If no one complain and they dont audit their contractors , then nothing will change....
Your report to TK is useful , but this need to be done and escalated on such scale that TK country manager can't ignore this problem and take action
You can try to reach star alliance or IAH / IAD management and ask why they allow such situation in their airports
I am curious to see how path of delivery works for internaltional pax vs domestic in the USA , and compares with other major airports in the world ....
